3% of Bishkek’ children use Internet mostly for visiting sites with the pornography

The center for public opinion studies “El-Pikir” carried out an investigation among 980 Bishkek’ children and discover that 3% of them use Internet mostly for visiting sites with the pornography. Media-expert doubts the quality of the  carried out work.
According to the “El-Pikir” report, 3% of the questioned children said that watching the pornography is the main reason of the Internet using for them.
The investigation was carried out among 960 Bishkek children of the different segment of the people. 55,5% of questioned are boys and 46,7% are girls. The age of respondents varied from 12 to 19 years old, as it was written in the report.

At the same time no child from a “prestigious” school told the “porno sites visiting” is the main reason of Internet usage, write experts.

“Usually a child while searching in the Internet even if he doesn’t want to watch porno faces with links, flash- banners which provoke him to visit this site”- was written in the report.

According “El-Pikir” data, Kirghiz Internet user in general is offered by 100 porno-sites and only 10 from them have limits for under-ages – it means registration, contact data or paid viewing.
Besides according to the investigation while chatting children can be asked for meeting (17%) or to speak about sex (14%).

Almost a third part of questioned children earlier heard about the facts when some one from their friends or classmates were asked for taking part in porno-filming, as it was written by investigators.

“El-Pikir” offers to use programmes that can filter “negative” content for home and school computers. The investigators also thing that it will be good to create a “black list” of sites which will be blocked by Internet providers.

A “doubtful” investigation
The Media-expert and Elena Skochilo the head of the journalistic department of the American University in Central Asia doubted the quality of the “El-Pikir” investigation. Researchers do not state in the report who paid and ordered this investigation, do not state experts’ names whose views were used in this report, she said in the Interview with Kloop.kg.

“El=Pikir” does not state a copywrite of the photo materials (with children’s photos) and include copy-past material from other sites ( phrases are easy to google). The cover page has a “ Bishkek 2011”, for an unknown reason” – she said.

Internet censorship: Ministry of Internal Affairs is going to block Lurkmore and “ImamTV sites in Chechnya

On Tuesday, January 15 it became known that law-enforcement agencies of the Check Republic are going to block Lurkmore and ImamTV sites. This will be decided in the court.

How did the Ministry of Internal Affairs came to this conclusion after the revision of the content of these sites?

According to a law-enforcement agency the Lurkmore and Imam-TV spread extremists material, propagandize way of suicide and calls of different hatreds on these sites. The results of the revision are send to the public prosecutor’s office of Chechnya.

The news about the blocking of sites drew a wide response in the Internet. Blogers are cheating: “ Thank for beforehand notice”

By the decision of the prosecutor’s revision these sites can be blocked on the territory of the Check Republic.

The Internet Censorship. The site of Tina Kandelaki was blocked

On Wednesday the official site of a popular Russian TV host was blocked.
Sanctions were applied by the Beeline provider. This was reported by Tina on her official page in social Networks. According to her point of view the Internet resource ban has a political reason. But honestly the TV host who is famous for her  oppositional opinion took it even with a humour.

- It was found a real lieder of the opposition. Here I am. My web site http://tinakandelaki.ru had been blocked by the @Beeline_RUS provider at 4:40 pm.

As a proof of blocking she added a screenshot of the blocked page, on which it was putted in black and white that “the resource of this IP address was blocked by the decision of state power”.

What laws had been broken by Tina Kandelaki on her site and what an exact content didn’t like Russian authorities currently is not known.

- By the way, I didn’t find my page in the “black list” of prohibited sites. I’d like to know the provider’s position, – she continues in her microblog.

Some people cheat that the reason is her beauty…

Being in the center of the scandal she also cheats: “With the help of vigilant workers of the @Beeline_RUS the activity of the most dangerous site, that spread prohibited information – my photos – had been stopped)”

At the same time it became known that other Internet providers didn’t block the site of Tina Kandelaki.

Different approaches towards web censorship in UK, USA and China

During the recent conference that took place in London British Foreign Secretary, William Hague declared that statements about cyberspace and web functioning can lead to a sustainable and equitable growth of giving access to knowledge and exchange of ideas about investment and nurtures possibilities for taking part in economic and social activities for margins. All this creates significant challenges that could define some benefits and pose serious threat.

According to the statements of secretary Hague tackling threats should improve security that will come at the expense of some fundamental human rights.

Secretary Hague being a chair for the conference declared a belief that at the end of the conference cyber security should be improved by the expense of human rights.

British foreign minister added that some governments are in the long term efforts to resist free flow of information.

The main purpose of the London conference devoted to cyberspace was connected with launching more confused and inclusive dialogue concerning with two aspects: key cyberspace actors, civil society and industry.UKforeign office hosted this information and further away this information was represented by 60 countries.

Among persons attending facebook one can find policy director Allan Richard, Wikipedia founder Jimmy Wales, European commissionerKroes,USVice President Joseph Biden.

Vice president Joe Biden echoed Hague’s sentiments announcing that citizens’ on-line actions as it has been suggested should not be done at all.

Chinawas represented at the conference as one of the countries that do not actively participate in the open sessions.

China’s Consulate inEdinburghseemed to have different points of view on its participation in this conference.

But according to Financial times (London) a secretary Hague or vice president Biden seem to not like this.

FT reported that following three day political schooling session CEOs of 39 Chinese Internet, computer groups, telecom apparently pledged that Chinese government will exert tighter censoring over the 500 million web users of the web inChina.

The Ceos has likely reached agreement for self-control, restrain and strict discipline strengthening. All this contains the tendency of spreading some web rumors, illegal, harmful information, self-control.

So while secretary Hague and vice president Biden may believe that countries are trying their efforts in controlling free information flow over the web. Chinese government, ceos of its major IT companies do not let some beliefs interfering with some attempts for proving.

The FT also says that the group plans for future political schooling sessions to reinforce their commitment to their objectives.

“Index on Censorship”: Belorussian authorities tightened control over the Internet

Belorussian authorities tightened control  over spreading the Information through the Internet, they limit free information spreading and pressure on those who struggle for liberty of speech. It was said in a published on January, 4 analytical report called “ Byelorussia. The Net is under control” of the “Index on Censorship” organization.

In the report, published under the auspices of the Ministry of Internal affairs and the Open Society Foundations (OSF started by George Soros) it was affirmed there that Byelorussia is a country with one of the worst freedom of press and speech rating in the world. New digital technologies, foremost the Internet, provided new possibilities for the freedom of speech, but at the same time they supplied the Lukoshenko’s regime with new instrument for suppression of people’s thoughts and tracing dissenters.  Because of the fact that Internet became more important source of information , Belorussian authorities use different measures to control it. A strong Internet control  over the information space preservation  in the country is a very necessary thing for a power retention of a current regime in Byelorussia.

This report analyzes the main challenges to the freedom of speech in the Internet in Byelorussia. In particular, a special emphasis is given to measures  which the authorities of the post-Soviet republics use to limit the freedom of speech in the Internet. The report’s authors analysed legal restrictions such as a criminal liability for a slander and assault,

New legislative acts give the authorities large powers for online content censorship, in particular based on suspicions in “illegal information spreading” and “tracing citizens actions in the Internet”. The government invests in developing special equipment and programmes which will help to trace practically every activity of Belorussian citizens in the Net.

Western companies were have been noticed in delivery of equipment than can be used for such a trace. “ There were also moderators’ of popular oppositional social networks’ groups  and communities arrests in Byelorussia”. Journalists and activists who openly express their thoughts face with legal prosecution  convicted on  slander and assault. There is using of DDoS-attacks against independent sites, especially during the electing days” – is stated in the report.

The “Index on Censorship” calls the government of Byelorussia to stop incommensurable excessive legislative and nonlegal  online and offline practice, which limits the freedom of speech and thoughts.

The report includes concrete recommendations, following which, according to a   “Index on Censorship” point of view will help the Belorussian government to carry out its liabilities in a spread of the freedom of speech and human rights. Besides, there are recommendation for international organizations and institutions such as EU Committee, EU Parliament, Council of Europe etc. which have contacts with Belorussian government.

Within last two years Aleksandr Lukashenko sufficiently had broaden the control over the Net. Most citizens of Byelorussia do not understand what is the current level of government supervision.

The government supervision is a one more measure to threaten the Internet freedom  in Byelorussia.   “Index on Censorship”  calls government to stop online tracing, to  set free political  prisoners and provide citizens wit their rights for freedom of speech.

It was prohibited for French provider to block advertisement

French government passed a judgment according to which the biggest Internet-provider in the country “Free” has to stop blocking online advertisements for its clients. Under official version, Internet provider does not have a right to censor web content that is intended for finite user. Fleur Pellerin, France digital economy and innovation minister announced that she personally contacted with the Free Internet provider to make him restore the access to advertisements and before the minister had a meeting with local representatives of advertising community, who said that Internet provider’s plans bring a direct threat to an advertisement income of many projects.

A week earlier, the Free Provider starts blocking online advertisement for several users reloaded software’ functional. Free users told that in some cases reload software version sated up without any notifications and users lost the advertisement access automatically, because the utility blocked all the context advertisement, pop-up windows and banners on sites. Pellerin said that though any Internet provider has a technical feasibility for such blocking but these actions cannot be consider as good ones because advertisement shouldn’t be separated from other sort of Internet contain and block the access for this type of Information for users.

“Such type of blocking is incompatible with the idea of free Internet to which we always were aimed”, – she said. Nowadays Free providers account nearly 5.2 million clients, a considerable part of them were agree to block the advertisement, said the representatives of the company.

The State Duma will draft the regulating law till Spring

By April 2013 deputies will draft a project or an omnibus acts concerning the Internet activity.

As Lenta.ru reports that this was announced by the deputy of the State Duma Robert Shlegel at the final Russian Association of Electronic Communications (RAEC)  conference.

The Parliament plans to develop the project  in collaboration with the Internet sector. Subject to the expert discussion, Shlegel expects that the bill will come to a Dumas consideration in September, 2013. The deputy also stressed that the project doesn’t aimed at toughening the Internet control. “ The development of any rules always lead to some limitations”.

“Nobody is going to increase restrictions” – he said.

According to Shlegel words, the bill have been planed as a complex platform for regulating the Internet activity.

As it was said in “Yugopolis” in July, 2012, the State Duma have already excepted the creation of the “register of prohibited sites” in December 2011.

However even after the “blacklist” came into force in November 2012 it was necessary to finished its working mechanism. According to the  ITAR-TASS the Internet experts think that the register of prohibited sites  bill must be improved.

Chinese people will have to state their passport data

Chinese authorities can force citizens to state their real first and second names while concluding an agreement with the Internet access dealer, reports Reuters.

At a present time, the law that will oblige users to tell providers an information about them is being considered in the Country Parliament, writes “Sinhua” agency –  China’s government official publication.

“Only by this measures we can “treat” our Internet, make it more cultural and secure”, – was said in the statement of the leading party.

In turn, right protectors are sure that the impossibility to keep anonymity in a virtual space is a censorship. By the way, according to Reuters, many Chinese citizens even now have to conclude contracts with Internet providers only by stating their passport data. Such rules can be found also in many other countries.

We remind that Chinese authorities obliged Internet users to state real first and second names while registration in social networks and blogs.

It is obvious to call the creation of the register of domain names and sites with prohibited information as the main initiative of this year. The attempt to divide sites on “good” and “bad” caused an outrages of a part of users and experts. This register have started its work on November 1. Within the first month such popular Internet resources as “Lurkmore”, Google and Youtube have been included in this register for several times. But this was not the only attempt to bring an order to the Russian Internet. There are 5 more deputies and business representatives initiatives which caused  resonance in the Runet in this year. Vadim Dengin, the deputy of the State Government and the member of the LDPR offers to pass the law of the obligatory passport data’s granting for users registration in social neworks. Then he explained that it can be not only a passport but also a mobile phone, that is tie to the passport. The head of the respective committee explained that it was a personal decision of the Vladimir Dengin and that none of the measures towards this question had been done.

Wifi using limits. Child under 18 must not use WiFi!

Maksim Ksenzov, the deputy administrator of the ROSCOMNADZOR during the meeting with the Internet- Media representatives offers to limit the WiFi access for users under 18 at public places. Before the ROSCOMNADZORs statement, providers thought about blocking the access to “adult sites” fro users under at 18 public places . But now ROSCOMNADZOR demands even to close free WiFi connecting at public places.

Anonymizers are prohibited

In September it is appeared the information about the State Duma is going to take into a consideration the project of prohibiting such a programmes (so called anonymizers), that hide users in the Internet. With the help of such programmes one can access the prohibited in Russia sites.

It is not hard to use such anonymizers. It is enough to put in the address line on a special site that you want to visit.

It is said that its using will be punished bu a fine and Internet disconnection. But experts think that such measures will not resolve the problem, because users will find an access to the sites that they want to visit anyway.

The Russian piracy party, by the way there was created a resource called “ RosKomSvoboda”, where one can find an information about blocked sites and know how to avoid blocking and collect a feedback from the users about blocked pages.

The prohibition of foreign Internet-shopping

In the beginning of November a number of Media wrote about the initiative of one of the Russian Internet-businessman to regulate purchases in foreign-shops of a private individuals, and supposedly, this initiative was supported by the Minister of Communication. The businessman supposed that the possibility to purchase  goods abroad makes Russian shops ( where the prices usually 2 times higher)  uncompetitive. But the Ministry have to disprove this information, explaining that the Ministry of Communication didn’t take any measures toward Internet-trade for abroad.

The mail for people-government connection

In December the Russian government will see the project about a postal service. This project is going to create a postal system. The official electronic mail box that will allow for citizens, companies, offices and state agencies to send and print documents. It is expected that the new system will be paid. The development, service and kipping the register will be the work of the Russian Post.

Experts are sceptical about this idea.
